you could argue citibank to be almost equal they do have a withdrawl fee, but also allow around 6million at least in hanoi city. they have some large disadvantage that you can only get out money every couple of days. in my case, i pay $5 to my own bank for the withdrawl and whatever the vietnamese bank charges, doing the math in the last month. agribank is good (i think a bit over 3% iirc), citibank is better (a bit under 3%) and mb is best (a bit under 3%). if you use credit card to buy stuff, for example hotelrooms, you pay a markup of 3% so that is the magic number
